doubt it, manufacturers already make "cali" bikes to abide by the smog rules from CARB.
if you mod it, you mod it.. might not be legal but really who is gonna stop you? besides a cop who wants to write fix it tickets.

More than likely this rumor has some truth to it. I do know for certain that in cali dmv has already been experimenting and doing some testing with systems to monitor and test motorcycle emissions at the end user level... Whether or not this will take place in 2010 is a guess at best. What is not a guess is that this annual/biannual emissions and safety inspection WILL eventually become mandatory
