It's an brazilian made bike, specifically for the Latin America market, it's called "Tornado" as you can see.
DOHC, aprox 23HP...it's a very popular bike in Brazil, they love it down there.

That yellow CBX250 thing is using the same DOHC air-cooled engine. That looks like it would make a neat commuter.
The gray "NX" in the background of the CBR1000F shots is also using an XR-series engine . . . looks like a 400 or 600?
