95 CRV radiator Fan

95 CRV radiator Fan
Does anyone know what might be causing a radiator fan to not turn on? The car overheats (slightly, but never by much) before eventually cooling down. The fan never turns on.
The fan operates normally when the AC is turned on (so it's not the motor), and the fuses and relay work fine (moved the fan relay to the AC compressor relay spot and the AC fan still worked). I'm at a loss for what else could be stopping the radiator fan from turning on if it isn't the fan, the fuses, or the relay!

how have you tested the fan?
I had to hold the gas pedal down and keeps the revs at 3000 for about 3-4 minutes before the fan came on (it was already at operating temp). I just did that tonight because I'm trying to pin point an overheating issue with my 99.
