The sensor itself is in the speedometer;
The drive unit for it is in the transmission..

A broken speedometer cable caused a code 17 in my old DA, check that first because it is the most common problem. if that is fine then check your gauge cluster next because it is unlikely that your mechanical VSS is messed up (bolts to your tranny on the transaxle, right above and inbetween your axles)
Do a search for VSS and you will find all the info you need

Basically by looking at it, if it works like you say it does then it is bad! The mechanical part of it is bad and needs to be replaced with a new/used unit.

the only way I know is to check it with the speedo cable attached, since it's a mechanicl speedo you can't diagnos it like electronics. If it is off with your cable hooked up then it is not working any more, the spring mechanism in the speedo is not calibrated properly anymore and cannot be fixed (that I have ever heard of anyway). Just replace it! it will fix your problem If you really want to check it you need to get a known working speedo and plug it up to see if it's still off. So again you are left with having to replace it w/ another unit.
