Default Starter issue!

This has been an on going thing.
Sometimes it starts right up. Most the time
I have to rock back and forth in gear to start it.
Starts everytime if I jump the starter with a wire.

Has anyone dealt with this crap before.
Car is a 1990 crx. Gsr swap. Did same thing with previous LS.
Replaced starter with one I had laying around.

Connections seem tight and secure. No corrosion.
Any other leads would help. Possibly ignition switch?
It's an annoyance more than anything. Thanks homies.

The original owner I guess bypassed it.
If referring to pushing in the clutch to start.
The clutch does not have to be pressed to start.

Haven't considered that being an issue. Think that could be it?

If he did a crappy job of bypassing it, that could be it OR it is the plug that the 12v wire goes into on the starter. I spent a year hot wiring or compression starting my car because a wire on the inside of that plug broke and always thought it was my ignition switch. Every time I hot wired it, it would make enough contact to start. Then one day I was messing around and the whole thing came out of the starter housing lol But you replaced the starter so I would assume clutch switch first.

Possibly ignition switch making weak or intermittent contact.
