The car is a 89 civic 4 door with a Jdm first gen B16 with 2000 Itr cams & valve springs & it's converted to OBD 1.
Well i failed my first try Here is what i got....

91 octane, fresh motor oil and try it on a cold day
pump up the tire pressure to get less rolling resistance on the roller.

I use Chevron 91 octane all the time & Mobil 1 Full Synthetec 10w 40 Oil. But what Psi should i go on the tires ?

My timing was near 16 degrees, yes i converted my car to obd1. I passed the visual inspection, i just failed smog.

I was thinking of changing my timing to 14 degrees also, Im using alot of fuel.
Is it hard to go from a obdo to obd1 .
I was told to get a ecu wire harness, dizzy, and new ecu

Just a thought...
You stated you have ITR cams in there. I'm not technical enough to state that the cams are you problem but it'd be the same thing (in theory) as putting aftermarket cams in a stock motor. Let's say you had another motor, would you go to get it smogged with a set of aftermarket camshafts installed? Again, just a thought. Maybe the ITRs are close enough to stock B16A cams but who knows. Maybe the TheSmogMan will chime in...

I gapped them at 0.049.... Specs for a DelSol B16a3 are 0.047 - 0.051...

Might lower the numbers a bit for HC because it ignites better and for Nox it burns cooler. You might be able to get away with it with retarding the timing like was suggested to 14btdc if your spec is 16btdc. Two degrees will lower the nox numbers 150ppm's or so.
So there is some info, let us know what the 02 reading was please!

Yes it's a new cat & the guy said it was good to pass smog. I din't care if it was a High flow one cause after i got it Bared i was going to take it out.

Why? You're gonna have to get it smogged every 2 years, and if they catch you with a roadside sniffer, thats a ticket. The HP loss from a properly functioning cat will hardly show up on the dyno.
Get the right camshafts, ITR ones are too aggressive, and intended for a bigger motor than yours. 87 octane would be a good idea also.

Seeing as how Skunk2 stg 1 cams (pretty much the same as ITR's) are smog legal, i seriously doubt the cams are the root of your problem.

i barred my LS with crower 403's so i doubt the cams are the issue but hey if you got a pair of b16's laying around throw them in there and retest

Well see... if your cat is a hi-flow it is designed for "Duh" hi flow. It is also designed to just do enough to get you thru. If the motor is at all modified you run into problems like the cat not reducing enough. Now if the tech is fimiliar with hi flow cats then that is another story.
I still didn't get the 02 numbers yet! If you were above 0.3% at 15 then I would check into a stock replacement cat that you can bolt in and out.
I didn't think cams were legal. since we can't check them I didn't even think about them. But you are correct cams are legal and if they are comparable you should be fine with the cams.

Skunk includes a carb sticker if u buy their stg 1's.

Another thing also, I used to have an integra and I remember I took it to one smog place that didn't pass, but it wasn't a test only :/ So, I took to another place that was a test only near my work and it passed. Barely, but it passed. Maybe try another place. Sometimes the little hole in the wall places are actually the best.
