Neither are going to be ''bad.'' you very very likely have a vacuum leak. Do some research. high idle has been covered in these forums many many times. grab some carb cleaner or throttle body cleaner and spray vacuum lines. Grab a coffee and search the forums or even Google. this is a very easy fix.

Also, throttle cable needs checked. make sure it's not too tight. it will hold the throttle open if it is. and if it is open just a little then you will idle high. check idle adjusting screw. buy a repair manual, or download one.

It is possible that it is stuck in one position, causing the high idle, but unlikely. If that does not fix your issue then it is one of the things I mentioned. But honestly, you are more likely to have a vacuum leak or a throttle issue than a bad EACV. I'm not sure what research you did but good luck either way.
