Do you need the top hat for your coilover sleeves?
its my first time doing suspension on my 1990 honda crx i bout every thing i could think of for the suspension and hears my question. i have after market strut mounts and it doesnt fit as good with the coilover top hat here are sum pictures. witch ones is the right way????

Venturing a "guess" right here...
I have similar top hats and from what I could see, they are a knockoff of the ones made by Ground Control. The design is simple enough that most wouldn't care but there's one major piece missing that you won't find with the knockoff top hats. If you look at the ones offered by Ground Control there is a separate piece that goes in between the spring and the top hat. It keeps the spring centered about it's major axis and fits snugly on the inside diameter of the spring and outside diameter of the lower portion of the top hat. The piece included with your coil over sleeves is fairly generic by design and looks like it's just made to fit into the underside of a stock/factory top hat. That is why you are having trouble getting all of it to fit. Coincidentally I think Ground Control's website states it's top hats are designed to be used with only their coil overs which makes sense because without the missing piece they are almost pointless. You can take a chance and use them as is. I'm sure someone has already and will tell you that you don't need that missing piece but I wouldn't, at least not with some sort of improvised solution to seating the spring on the top hat.
