Default D15 CRX Wiring Troubles

I have a 1990 CRX Si with a D15B7 swapped in from a '93 Civic. I swapped over the OBD1 ECU from the '93 Civic as well, and wired it to the best of my ability (I hate electrical). Here's where I am lost with the injectors:

- The engine runs fine if I pour gas down the intake
- If I ground harness with all the yellow/black wires, the fuel pump primes and I get 0.5V to all of the injectors. I get a CEL and the car does not start.
- If I make the harness with all the yellow/black wires hot, the fuel pump does not prime, I don't get a CEL light, and the injectors get 2.5V.
- If I connect the harness to the yellow/black wire coming through the firewall on the driver side (I'm assuming this goes to the main relay), I get basically 0V, and it's the same effect as leaving it disconnected (fuel pump does not prime, I get a very dim CEL, and car does not start).

Both the D15 and the stock CRX engine were running before the swap. I'm probably missing something obvious but I've been scratching my head hours. Mainly I don't understand why if I run the yellow/black wires directly the battery, I still only get 2.5V.
