91 EF GSR swap wont start!

91 EF GSR swap wont start!
i have a 91 civic dx with a jdm GSR swap, converted to obd1, mpfi. running on a chipped p28. i just swapped in a new trans and now it turns over but won't start.
things i've checked that are working right:
ECU
-all fuses circuit tested (under dash and under hood)
-checked all grounds (even voltage tested from the battery ground to thermostat -ground with key ON)
-all plugs are connected
-when i just the wires for ECU Codes the CEL stays steady on. (but ECU is good)
-I have spark
-i have fuel pressure
-the Main Relay clicks on and off
-the motor starts with starter fluid
What could be the issue?

Is it possible you may have moved a wire around?? at least 3 grounds in the engine bay, and if the motor starts with starter fluid means there is a fuel problem. fuel filter clogged? Injectors possibly not spraying? resistor box wires? have you checked any of these??

Sounds like an issue with the injectors, and/or wiring to injectors. Could also be the injector driver within the ECU. Have you verified 12v at each of your injectors w/ KeyOn-II?

My main relay clicked on and off and was still defective can you hear the pump priming?

All of the above. My b16 swap wont start till i had the 3 grounds not counting the battery. Head, trans, starter, and then the battery. Not sure why but that was the only thing I changed.

i called the local honda guru to my garage, and his diagnose was: My engine harness was custom made from a guy on ebay by the name of PHANETRIC. He made the whole thing from scratch. Now that you know that part of the story. I was Only getting 8v to each injector. But for some reason he was drawling power for the Ecu from the reverse light switch. AND To top it off somehow during my trans swap it cause the fuel pump wire and injector power wire to get crossed inside the harness. Unsure yet if the wiring was faulty or if i yanked on something to cause this issue. the car ran great for 6 to 8 months prior to a couple days ago. I will re-post later this week when this guru re does the engine harness and find out what was actually wrong, but note to everyone out there, I would NOT recommend getting a harness made my PHANETRIC on ebay.
