Default 89 hf s2k cluster problems help

Here's the scenario. I bought a new tucked engine harness along with a new dash harness. Plug and play s2k cluster. I've checked all wiring, checked for a bad vss. I've also ran the little test the speedohealer to see if the mph readings move and they do.

I have a question first. Even with the cluster not being calibrated the cluster should read a mph correct? When I drive the mph stay at 0. I've put in calibration other people have used and it does nothing.

I'm completely lost on this, don't know what else to check for. Thanks in advance HT

Were you already running an electronic VSS before doing this cluster swap?

No it was cable driven. I just had a harness made for everything to be plug and play

Is there supposed to be some kind of voltage regulator or a resistor that needs to be put in? I'm completely lost, and I'd really like to get this figured out asap!

Do you have an Electronic VSS in the transmission? Are you sure that it's working properly?

I'm gonna hook the speed sensor up to a drill tomorrow, see if I get anything. Also gonna check voltage at the vss plug

Update:
So I've hooked up 3 different vss's to a drill, all with the same results.... nothing! Even tried swapping the heads on the vss and still nothing. Also checked voltage when the car was off and on. Got right at 12v with it off. And with the car running I got a fluctuating reading
