88 civic lx b16a1 wont rev past 3300rpm
ok so my friend had a 90 integra w/b16a1 swap that he wrecked so he bought a 88 civic lx w/d16a6 swapped in and already converted to mpfi he drove that for a few months then the d16a6 threw a rod so we got some hasport mounts and swapped in the b16a1 out of the 90 integra. so i reused the civic harness on the b16a and added the vtec wires. now the car throws code 4 wont rev past 3300rpm. i double checked the wires c1 and c2 fom the cpk sensor and everything seems correct...any ideas? and the ecu works fine in my other friends 91dx hb w/b16a1...so ya im almost ready to give up...any help would be much appreciated

It's a wiring issue, it's in limp home mode. Start with the known codes. You're not TOO far off if the car is running. Probably just a few wires backwards.

Sounds like the cas wires are backwards which will kill the timing and put the car in limp mode try switching them around and see if that works.

Only the two wires swap for the cas not 4. Also what wires were swapped for the tps? Should be the 2 outside wires need to swapped places. NO cel's right?

still throws code 4. the tps wires were previously switched when it had the d16a6 swapped in...what do you mean by the "cas" wires?

Sounds like you still have a wiring issue. Get yourself a $20 multimeter and check that all the dizzy wires have a good connection.
