Hi, can anyone find the part# for me of the weatherstripping or can tell me of a compatible part that will fit the 96-98 OEM Rear Lip?

There is no part number. You're going to just have to go to a shop that offers trim and match up to something that will work for you. Body supply shops might be a good starter.

My bodyshop was suggesting to take off the existing weatherstripping when I was getting it repainted to avoid any white that may show up under the weatherstripping versus if they just masked it off. Should I just tell them to mask it off, and risk any white that may show up? I'm getting it painted silver.

I peeled my brand new stuff off and kept it so I can get a good replacement anytime I repaint. It's just much easier and more foolproof to replace it than to hope the guy will be able to mask it well enough and not make a mess.
