Turn signals won't work, but hazards do
I recently swapped out everything in my 98 civic to a 00 civic and the turn signals worked for a little bit, but they quit and I can't seem to figure out what the issue is. The hazard lights (four-ways) work, but the turn signals don't do anything when I try to turn them on. One of the bulbs was out, but I replaced it and still the same result. I checked the under dash fuse and it seems fine. Any help would be greatly appreciated. I was thinking perhaps the relay was bad, but I don't understand why the hazards would still work then.

I've gone through a few turn signal/headlight combo switches because the plastic inside the black box part would melt.
Pull the turn signal switch out and check the connections. Start by removing the column cover top and bottom halves. Then remove the two screws that hold the turn signal lever to the steering column and pull out the turn signal.

flasher unit first, also try moving the hazard switch a little and see if they start working, I can't remember if they use a separate flasher for both the turn signal and hazards

Replaced the relay with a known working one. Same result.
Started to dig into the steering column and found an open plug on the turn signal switch. When I was rebuilding this car I ran the wire and plugged it into the other side (the windshield wiper switch) accidentally. I'm not sure why there is a slot that is the same size on that side, but I unplugged that and plugged it into the turn signal arm. Voila! They work!
