Usually cannot, and no title cars are usually sold as parts only cars.
Title laws vary greatly from state to state. You need to contact your local DMV to find out for sure what you can do.

In most cases, if they lost the title, you can purchase the car with a Bill of Sale and apply for a duplicate title or a new title since it is being transferred to you anyway. But a lot of people, especially people selling Honda's "lose" their title cause something is not legal. Best bet is to get the VIN and do a CarFax or AutoCheck to make sure the car is in the clear. But like above said, check with the PA DMV and see what they say.

In Pa you can apply to the court to get a title but it is up to the judge to decide if you get one or not,but you would have to make sure that everything was legal with the car in the first place.
Why is there no title for the car anyway?
