The starter is nothing more than electrical motor.
An electrical motor spins one way when power A is to one terminal, and B is to negative (or grounded).
It spins the other way when the terminals are reversed.
Either your power wire is grounding out and you have power through your ground wire or you have the power and the ground wires switched.

PS: There's no "right way" for an electric motor to spin.

No, there is for which way a starter motor should turn to start the engine (as with its current fuel setup location the engine cannot run in reverse). An electrical motor itself has no "right" way.

something is really wrong with my wiring. my tail lights are staying on, my pass side city light is on, my gauge cluster lights wont come on, when i blow a fuse for the city lights it blows the fuse that is supposed to be for the starter.

as far as i know...the starter grounds out through the block and the little plug on the starter is for the solenoid which connects the power to the starter motor. what syndacate sais was right and the only way this could possibly happen is you have the power for the starter bolted to the tranny and the tranny ground bolted to the starter.

but how can that be, the battery hooks right up to the starter, and then that little signal wire hooks up. not too much to mess up there.
i hate electrical ****. plus when i hook up the battery my light switch on the steering coulumn is not functional, wont turn on the lights or turn signals or high beams. but it is plugged.

Sounds like your car is all kinds of expletiveed. Shorts in the wiring, have fun with those.
Hook your starter directly up to the battery and it will turn the correct way.

You guys know that honda's engines spin backwards, right? Counter clockwise. Is your starter attempting to turn the engine counter clockwise? If so...there is no problem to fix.
