Hey guys,

I have a 1996 Civic HX, 1.6L, 4 cylinders. VTEC-E. Long story short, I can't get my car through emissions because it keeps throwing the P1169 (Primary O2 LABEL High Voltage) and the P0141 (O2 sensor 2 heater circuit malfunction). I'm hesitant to just throw parts and money at the problem because the car is 1. Old and 2. I don't have the funds. Plus, i'm skeptical that there is a problem with the sensors as both have an issue... if that makes any sense. So, I was wondering if you guys had any ideas as to what the problem could be...

Note: I checked Fuse #15 and it's good. Also, the CEL went off during the winter (outside temp. 32 - 0 degrees fahrenheit) and then came back on in the spring.

P0141 - Does the secondary O2 sensor get voltage when the key is in ON(II). Have you measured the resistance of the heater element?

P1169 - voltage and Ohm test the primary O2 sensor wires at terminals 3 and 4.

Sorry for the long delay,

I got a resistivity on the primary sensor of around 4 ohms, and couldn't get a reading on the resistivity of the down stream sensor.

I also had trouble getting past the insulation on the connectors so I wasn't able to measure any voltages
