Default Parking Brake Cable Stuck??

So i have a 1998 civic hatch DX and i realized that it was getting rough getting out of first gear i took apart my center consel to see that once the ebrake is not engaged the cable doesn't go back to release the drum?

Any idea what i should do? should i order a new ebrake cable? is there any way to adjust it?

Also is there any DIY on installing a new brake cable i got quoted for 350 dollers to replace the cable!!

depends why the cable is not going back. id check it at the drum end to make sure somethings not seized

If your rear shoes are probably out of adjustment, it will cause slack in the cable. Pull the rear drums and adjust the shoes until there is very light friction when installing the drum. Make sure the shoes are even when installing the drum, and try not to breath in to much brake dust
