I want 175 whp, out of my 2000 Civic Si. Heres the limitations.
MUST be done through stock exhaust......muffler anyways.
Want a quick little cat with a stock appearance but with some extra go under the hood. Please if you would give me a step by step.
Already have a CAI, with (No HP from these) a B&M Shifter and ES shift bushings....blah blah......

it can be done, just not thorugh stock muffler... at least i severely doubt it. go with a mugen twin loop exhaust or a a'pexi world sport exhaust if you are wanting it quiet, yet with a somewhat stock look. good luck.

you can do what someone else did with their muffler.....cut it open and ripped out everything and then welded it back together

Why not just run liek a RSR ExMag and supercharge it. Thats 175 easy. Im sure if you Supercharged it with a ITR exhaust you could get 175 easy too...I think they are over 2" piping

Will a complete ITR exhaust fit? How about a GSR? Any benefit from either. I know the ITR has larger piping. BUt not sure about the GSR.

a type r bpipe and muffler will fit the civic coupe no problem. we just put one on a customers b20/b16 trany civic ex. it looks very sleeper and sounds decent.
whats your budget for the build?
what kind of powerband do you want? alot of midrange or just top end?
smog restrictions?
turbo, s/c or N/A?
id recomend, a intake, a hytech, dtr or sms header, stock jdm type r cat or carsound high flow, stock type r exhaust or somthing quite like a Mugen Twin Loop. Toss some Buddy Club 3+ cams in there and tune it with hondata s200.

DIY Turbo, end of story.
it will always be cheaper to make more HP with a turbo than it will be with N/A. (unless you're doing something stupid like trying to get 5 more hp)
who cares about the N/A ****** on HT, they're just jealous that other people are faster than them for a lot less money.
people that ACTUALLY race their car that have to worry about club rules and regulations are a different story.

Its very doable, and yes you can get the ITR exhaust on your Civic, my friend did it somehow, at least he had the ITR header and the ITR muffler, but you probably want a real highflowexhaust and a ITR muffler. without a blower, you could do ITBs, port and polish and build the internals, kick the compression up, get some good rims and tires, iridium plugs, synthetic oil, etc to make the motor more effecient. Also to make it faster would be the ITR tranny. Also check out http://www.theoldone.com/articles/badtothebone/
I know its way out there, but maybe they'll give ya some tips on makin your motor better.
Of course theres always a turbo and/or blower which could be slightly choked by a stock muffler, but still a lot more power and it can do 175, also ITBs could get ya there n/a with some tuning and cams to get more HP out of more revvs.

Someone on here a while ago had a black SI w/ a supercharger all he did was make the cat a high flow and that was it with the exhaust everything was under the hood...

if u do the s200 u gotta get a jumper and convert it to obd1.. thats what i have to do to my 2000 si too but i dunno if i am gonna do it yet. i got aem v2 intake dc 4-1 jdm itr replica headers and 2.5 testpipe. which really is doing nothing since its 2.5 all the way back and then it hits my exaust and thats 2.25 soo yeah. but with the headers and test pipe i saw a lot more top end from like 4500 up. but not smog legal anymore... but whatever. and it does sound like a rattle can now.. but its all good

just go turbo... its easier and you get more for what you pay. i droped $1700 on my greddy turbo and im pushing 180whp with 10psi. now take that same $1700 and go NA and you wont get anywere near my numbers. its true ask anyone on H-T

diy turbo will be blocked from making much power by the stock exhaust - might even with a type r exhaust - i think he should get a custom bent 3 inch pipe into a stock rear belly with flex pipe and resonators to tone it down 
but turbo is the cheapest way to make power yes - but you have not asked the question of which aspiration is his method of choice -
if not the turbo route poor mans type r with ctr cams/pistons you will have the needed compression and aggresive cams to make the power which you need on a type r exhaust
for around 1500 if you can find the parts for the right prices + labor
