First, is it possible for the cam gears to turn and the camshafts to stay in place due to thw cam gear bolts being loose? Because i just loosened the bolts and retated the crankshaft, and it looks like tdc on cams isnt quite the same as the pulley, but i never removed the timing belt.

Second, is the correct way to retention the timing belt....tigthen cam gear bolts, turn crank pulley a few degrees ccw then tighten the tensioner? Or is the a better way to tension the timing belt

I think your way off, you dont loosen the cam gear bolts at all, and if you do you better put some loctite on them before you put them back, those should not come loose unless your changing cam gears.
