Default defective thorttle

brought my car to a mechanic today because the idle speed was at 1500rpms in park. Then occassionally the rpms will go to 1200rpms dropp to 700rpms then back to 1200rpms and continue to do this only in park. Mechanic readjusted the idle speed bolt to 750 then i drove it around the block and came back put it in park and it was back up to 1500. He said i might need a new throttle, was questioning if he was right or it might be something else.

replaced spark plugs, fuel filter, oil filter, pcv valve, distributor/cap,

when the rpms are high i loosen it a little bit to get it at 750rpms but then after driving all day usually the next day it the rpms then drop very low at idle like 100. So then I tighten it to 750 again and drive it all day and next morning its like this 1500 or 2000.

if its surging it could be iac (idle air control) i think the way to check it is to pull the intake off the throttle body , you should see a hole on the side of the throttle body (inside) put your finger over the hole and see if it stops........if it does then there's your problem .......i think thats how you do it
