dc2 front tower bar on 96-00 civic install help

dc2 front tower bar on 96-00 civic install help
so i bought a dc2 front tower bar for my 97 civic ex, and i read that they will fit...BUT the spot welds on the tower where it looks like it should be drilled out, doesnt line up with the tower bar mounting holes!! the two spot welds on each tower looks closer together and closer to the engine than where my bar is supposed be mounted!!...
did i get a wrong tower bar?? or is everyone having the same issue where you got to align yourself and drill out??
another thing i heard is theirs two layers of sheet metal that the strut tower is made up with, and the bottom layer has drilled out holes where the 99-00 si civics had their tower bars mounted...can anyone confirm this and if it is the actual holes that need to be drilled out?? or if it leads to the same spot welds on the top allready?? thanks

here are pics of the mounting holes being apart from the spot welds and the length of the holes apart which is 1-3/4"...does this seem right??

anyone?? or can anyone tell me if the bolts are as pictured supposed to be 1-3/4" apart?? if so ill align and mount from there
