Cooling Fan Issue

Cooling Fan Issue
Hey all.
I've been battling a slight cooling fan issue. I noticed my fans had stopped working a couple weeks ago. I tested my relays/fuses/fan switch and noticed they were fine, so I figured it was the fan itself. I bought, and installed a new fan today, and I'm still not getting power.
I'll tell you what I know:
The fuse under the hood is good. Its been tested and replaced.
The relay is good. Its brand new.
Jumping the fan switch does nothing.
However, going from the fan directly to the battery kicks the fans on.
Is there another fuse, possibly in the car, I'm missing?
Anybody have any suggestions?
Its a stock D16Y7.

Re: Cooling Fan Issue
And - I wasnt aware of the dash fuse (17). The car didnt have a fuse cover, and Ive never been able to find the correct diagram.
As far as voltage testing goes, my multimeter is corroded so I was just relying on a small fuse tester. You just contact the fuse terminals, and it lights green if its good.

Re: Cooling Fan Issue
Thank you. That was the problem (17 fuse)!
Turned out that the fuse also had to do with my whole climate control not working. Thank you very much.
