If it's truly the JDM SiR interior, it will have flat panel Gathers speakers in the back.
92-93 SiRs came with standard floating headrest seats in grey, black, purple, or yellow.
94-95 SiRs came with the nicer centered-headrest seats in black w/red checks.
If he's selling a BLUE JDM interior, it came from either a 94 or 95 ETi or a VTi. SiRs didn't come with blue interiors. So, they're certainly rarer than the purple interiors, but not as rare as yellow, which only came in the SiR for one year.

BTW, I realized this just now...even though the seats are blue, the plastic panels are going to be GREY, so those won't match your dash anyway. I had a blue dash in my car and that was the first thing to get swapped out, probably 1 year before I did my conversion.

The dash is held in by 6 bolts. You have to remove the cluster, the lower console, the stereo, the glove box, and the climate control first. You'll also have to remove the driver's knee bolster and drop the steering column so the dash will clear the steering wheel. It's even easier if you remove the wheel.
You need to be careful that you don't break the turn signal stalks as you pull it out. Make sure your harnesses and such are unplugged. There is a little black ground wire that plugs in somewhere close to the cluster...be sure you make note of it as you pull it.
It sounds scarier than it really is. I had the dash out of the donor car in about 1/2 hour. It took me a little longer to get my dash out, but that was because I was doing it in the dark. It definitely helps to have 2 people to maneuver the dash past the steering wheel.
The VIN...yes....well the junkyard I pulled my dash from drilled out the rivets holding on the VIN. I drilled out the rivets holding on the VIN from my dash and pop riveted it onto the new dash. If you really want to be slick, there are anodized black rivets online you can get. Technically, you're not supposed to touch the VIN, and I've not been pulled over since I've done the dash swap, so I'm not 100% sure if this will get their attention. I suspect they'll not care as the VIN matches the chassis, which is really what they're worried about. I would probably just feign ignorance and say I got the car like that and don't know what the hell they're talking about.
Around here, cops are more worried that you have a legal and clean swap (as in not stolen) in the car than anything else.
