Default 98 LSV swap idle concerns and p0171

So, I recently did an lsv swap into my 98 coupe after a tragic LS-T failure. It has been running/driving fairly well on a chipped p28 aside from some trouble idling on cold starts (won't idle without some gas pedal assistance for a minute or so), but my inspection ran out at the end of February. Needless to say, this has forced me to return to my obd2 p75 ecu in order to prepare to pass my NY State inspection. I just did my ckf bypass yesterday (jdm b18b block) and drove the car probably about 30miles from my shop to my house with no MIL. I scanned the car anyway and it had a pending p0170. This morning, shortly after leaving my house the pending p0170 changed to a p0171 system lean bank 1 code, turning on the MIL. I do not have access to live data, but available freeze frame data is as follows:
Eng RPM - 2437
Veh Speed - 55
STFT% - 46.9
LTFT% - 20.3
MAP(inHg) - 8.9
TPS% - 16.5
Calc Load% 30.2
Fuel Sys Closed Loop
ECT(deg. F) - 180

From here, I simply cranked my fuel pressure up a few psi to ~43psi at WOT. I have a B&M pressure gauge with the fuel filter banjo bolt adapter that I used to measure this with, so fuel filter is more than likely not clogged. Afterwards, I proceeded to drive another 20miles or so with no MIL. There are currently no pending codes, but this quick fix does not satisfy me even if it does manage to pass the monitors I need to pass inspection.

In addition to the p0171, the car has some idle issues. First off, it idles extremely high. Typically above 2000, but will settle to ~1700 at the lowest at a warm, stationary, idle. When coasting to a stop, it idles the highest (around 2500) and then when completely still, it drops down. Also, it occasionally stalls when coming to a stop (it did not do this, however, before raising the fuel pressure). I checked for vacuum leaks as best as I could with carb cleaner, but did not have enough in the can to spray along the bottom half of the intake mani gasket or tb gasket. When at a steady idle, my (no longer necessary) boost gauge reads around 21inHg. By the way, the TPS is new and calibrated.

Does anyone have any input based off of my findings thus far? I would like to diagnose this regardless of whether or not the car passes inspection. (Still have o2, cat, and evap monitors not ready at this point, so we will see.) None of these issues manifested until returning to the obd2 computer, but if it is going to cause issues when I go to get tuned on the obd1 ecu, I would like to fix it now.
