Unplug ECU connector A and check whether the Blu/Blk wire at A14 has been moved to A12. Also, has the Orn wire at A13 been disconnected?

That's half an answer. What about the Blu/Blk wire?

Stop and pay attention. Check ECU connector A and make sure the Blu/Blk wire has been repinned to A12. Don't bump the thread until you have checked this.

Post pictures of the ECU and IACV connectors.

Picture doesn't display. Upload pictures to PhotoBucket and then copy and paste the IMG codes into your post.

Click on the uploaded picture and copy the IMG code:

It should look something like this:

(* = G)

[IM*]http://i639.photobucket.com/albums/uu115/RonJ_HT/Honda%20Civic/picture_6424.jpg[/IM*]

Then paste the code into your post.

Gosh that wiring is a mess you should get some heatshrink from harborfreight as well as a soldering iron for 4 dollars and than get some solder for 5 bucks from radioshack and get rid of that shitty wiring

Why is an extra black wire spliced to the Blu/Blk wire at A12?

I have no idea what you are saying. Where does the black wire go to and why is it spliced into the Blu/Blk wire? A12 should only be pinned to the Blu/Blk wire.
