Default 95 swapped Civic - no start-Fuel Issue?

1995 civic
'99 B20B
•Edelbrock Intake Manifold
•Edelbrock 65mm Throttle Body w/ TPS
•AEM Fuel Filter
•B&M Fuel Gauge(on filter)
I've had the car for around 2 years, NO issues.
Was tuned on larger injectors, Drove to work fine one day, went to leave and car wouldn't start. Cruise Control light would come on when you turned the key on, I found a lot of people had this issue with a bad ECU. I swapped some stock injectors and a stock ecu(2 p28's & p75) still nothing. Stock fuel pump and FPR. I'm getting pressure to the fuel filter(42psi on the gauge.) and it's holding pressure. Rail has fuel. Injector plugs are seeing 12v and they're seeing pulse. The injectors aren't firing.
also IACV was buzzing with other ecu's.
Fuel pump primes.
CEL lights up for 2 sec. then turns off.
No other CEL

ANY ideas??

Thanks

Spark at all plugs?

What ECU to run the B20B? OBD1?

Spark at all plugs.
OBD1

With a little starting fluid, it'll kick over and start for about 1/2 second and shutoff.

Check for continuity to body ground at ECU connector pins A23 and A24. There should be.

Injector plugs are seeing 12v and they're seeing pulse. The injectors aren't firing.
This^ points to a problem with the injectors, assuming you did the tests correctly.

I sprayed some starting fluid and here's what happens.

When I run a power and ground straight to the injector I can hear it "click" so I would assume it's good.

There's a disconnect between your test results and the problem.

Injector plugs are seeing 12v and they're seeing pulse. The injectors aren't firing.
Describe these^ tests in detail.

Ground on the thermostat ground.
Pos lead on the injector plug.
Key on.
12.2 on each Inj. plug.

No noid light, I used a 194 bulb with the prongs bent down.
Plugged it in each inj. plug, one at a time.
Cranked it and got a pulse.

1) This^ tells you that the injector clips get battery voltage and good ground pulses from the ECU.

2) Your previous test tells you that the injectors click, suggesting that they work electronically.

Have you removed the fuel rail to see if all 4 injectors spray fuel?

Yes, I pulled the rail and none of the injectors fire.
I plugged in an rc650 I had laying around also and got nothing.

I'm going to pull the rail again and try to run wires to see if it will fire that way.

Based on your collective tests results, the injectors are clogged. Otherwise, one or more of your test results are incorrect. This is where logic takes you.

was a resistor box used for the larger injectors?

No resistor box.
I just put one in the fuel rail to see if it would spray.

Bad gas if you filled up somewhere cheap.

Pulled the rail, all injectors spray fuel.
Runs with starting fluid and holding open the TB.

Check the injector clip firing order.

Wiring color is correct.

Yellow | Light Blue | Red | Brown

Doesn't have any meaning without matching each to a cyl number.

Also verify that you know the correct order of the cyls.

Why would your engine require starting fluid to start if all injectors spray fuel in the proper firing order?

They didn't seem to fire the other day, I was by myself.
I had another person with me yesterday and I pulled the rail while they were in the car and cranking, they all spray fuel.

Have you re-tried starting the engine after seeing that the injectors spray fuel?
