Default 93 civic-no power to iac/it

i have a 93 hatchback civic. ive been having idle issues since i got the car, ive replace the iac valve multiple times and i still have the CEL and the code for the iac and iat valve. i have checked both, and with a light tester, found out neither valves are getting any power what so ever, any ideas? is there a fuse or relay that i may want to replace? any info is greatly appreciated

Thanks for the feedback. I'm still having the problem but with the cold weather it dent seem to act up too much. I'll just get an idle at around 1200 rims but once the car warms up. It idles comfortably at around 800

Convince me you did these voltage tests correctly.

Aren't these the two that have an identical plug?
I remember when attempting to start my rebuilt motor, I accidentally had two plugs backward and my motor would not idle correctly.

Both valves have the same plug. If you un plug the iac valve while the car is at an idle the idle is supposed to Change or the car may even die. Although when I unplug it, the idle does not change at all. I've switched the plugs on both, but still no luck

Post the colors for the connectors you have plugged into the sensors. Also post your exact check engine light codes.
