2000 civic power steering noise twitchy wheel at cold start
when i start my car when its cold and try to turn the wheel its very twitchy and squeals very loud only when cold at a stop.. any ideas

the fluid seems fine.. i changed all the belts they feel pretty tight.. its only when its cold and im not moving and turn the wheel

Power steering kicks in only when turning - check
At a stop vs. moving puts more strain on the system - check
Belts tight - double check (in other words... Did you put the right belt on? Too tight can be bad too)
Change the fluid. A whole container maybe costs $5 for ps fluid
