Default 1992 civic starting problems

So I have a 1992 honda civic si I went to leave in my car it started up fine I turned it off and now it won't start up! I've checked the battery I replaced the starter with a new one I've checked all mu grounds everything is good.. the starter wire on the ignition switch is only reading 2volts and the starter signal fuse is only getting 2.5 3volts.. I tried to jump the starter too and nothing!! I'm going crazy any input would be appreciated

From your post I get the impression the car is not cranking the motor over?

Am I understanding your issue properly?

Yes!! I can hear the main relay and the starter relay that's up under the dash click. But if I push start it it'll fire right up

When you turn the key for the engine to crank over, what's the voltage reading at the starter wire?

Around 2.8 volts then the longer I keep it cranked over it goes down to around 1.6 volts

Find the wiring diagram and perform a voltage drop test on the starter wire.

I did a voltage drop on the small wire on the starter it's getting 11.95 volts without the key turning over when I turn the key over I'm getting 0.648 volts

I went to the junk yard today and replaced the ignition switch it still isn't starting but somthing I noticed is that the (st) wire on the ignition switch is getting 12.15 volts but as soon as I push the clutch in I get 2 volts? Is there a wire touching? Or could it be somthing else?

Check voltage entering and leaving the clutch pedal switch.

I checked the continuity between the wires and it goes from 8 to 11 to 23 back to 8

You need to state where and how you are taking this^ measurement. Give details.

I used a multimeter to messure the voltage on the clutch saftey switch when I pushed the clutch in and tried to start it the volts were 0. But when I tested it without pushing the clutch in it was reading 12 volts

A guy I work with told me to check the black/white wire that goes on the starter solenoid. So I checked the black/white wire on the starter solenoid when it was hooked up and cranking the motor I was only getting 2 volts then I checked it when it was unhooked and cranking the motor and I was getting 11.5 volts.. is somthing getting grounded?

Does the starter solenoid click when you turn the key to ON(III)/START? If so, test voltage at the starter motor cable connection.

I hear a clicking I think it's coming from the starter motor. I tested the voltage from the wire that goes from the battery to the stud on the starter I get 6 to 8 volts but goes down if you hold it for a few seconds

What did you use for ground in this^ voltage test?
