Headlights are Dim Issue

Headlights are Dim Issue
I have a 2001 Honda Civic four door with an automatic transmission.
I have had issues with the headlights a few times. Melted connections or bulbs exploding in the lamp and dim lights....I tried to just do away with is all the got new plugs and all new headlights with projectors. Only problem is when I try to use the low beams the high beams stay on and the lights get super dim...however if you turn on the high beams the low beams go completely off and its super bright the way its suppose to be...Any reason anyone can think of why this occurs?
I am currently looking at the MCU (Multiplex Control Unit) since that is the last thing I have not checked...Fuses and wiring all look fine...MCU will be expensive and want to know if there is a way I can make sure that's the problem before I sink in cash.
Also kinda strange when I switch from high to low beams its a gradual change to the super dim low beam, not instant, like a normal car...
Please, any ideas welcome!

Re: Headlights are Dim Issue
I checked the fuses and grounds in the fuse box and everything is as it should be.
I put these lights in due to the dim light the OEM ones were providing. The lights are as called for, 55w the new lights take H1 instead of the typical H3.
The wiring is correct, in fact I have tried it in a few configurations. I thought I might have done something wrong as well initially. It's correct according to the wire diagram I found for my vehicle.
I am in the process of trying to find a way to test the high/low beam switch before ripping it out of the steering column.
Any other ideas if the switch is not the ticket?
Quick side question, is the Multiplex Control Unit a brain or just a simple wire box? I'm still thinking if it's a brain of some kind it might have something to do with it.
