Because it's not functional, looks like garbage and destroys the resale value of your car. The same could be said of your altezzas, ebay headlights, painted calipers and ricer rims.

I am sure that the reason behind him painting his bumper black, is because he see's black hoods on here, not knowing they are actually Carbon Fiber. He just doesn't know any better.
