What is this thing on the Distributor and what does it do?
This is from a 1992 Honda Accord EX Wagon, 2.2l, 4 cyl. F22A6 engine. Oil is collecting/dripping from it (the thing circled in yellow). I've replaced the o-ring and the distributor cap (which was cracked) and it's still leaking. I've also replaced the valve cover gasket. Could that part be the source of the leak?

That is what it is supposed to do. There is a small weep hole there so that if any water/oil gets into the distributor it will drain out.

yeah replace your distributor the seal is gone
i buy them here or you can try to Rebuild yours wich is a PAIN

If you are comfortable doing the work yourself. It is much better to fix it than it is buying an inferior "Revised design - OEM Fit" distributor.
IMO It would be much better to put that $100+ into your old distributor. Considering the seal costs about $10 shipped or $2-5 local. I'll take the 1-2 hr labour and a $5 part to fix the OEM over a $100 distributor and 30min labour.

I bought a OEM hitachi for my F23 same Dizzy $118 just giving him options, its much more for him to "take apart" a Dizzy and could mess things up, mess his timing up, etc..

If someone was to take their time and use a manual. There should be absolutely no timing issues. Everything goes back together in the opposite order as how it came apart.
Only other issue would be if he cuts/breaks a wire...no need to use any sort of cutting tools or forces required to break any wires or sensors.

UPDATE: I finally got my NOK BH3888E delivered from US (bought it off eBay) and replaced the one in the distributor. It was an easy job. The old seal slipped off the groove and was sitting down the shaft. No more leaks now but there's something else though. I found bits of a very thin metal inside the distributor, and a larger one hanging from what I suspect to be a bearing. These have some yellow, gold and black lines printed on one side, like bar codes or printed circuitry. What's that from and what does it do? Once I took the rotor assembly out (the part held by those 3 screws) I noticed that the shaft moved up and down easily. Isn't it supposed to be held down by a bearing?
I wouldn't have known to replace the seal if it wasn't for you guys, so again, thank you! For the time being it stopped the leak.
