It's a fender lining.

Tas Auto has them for like $30 for OEM Honda, you'll also want the clips which are $22 (for 22 of them)

Mirror? Unclip the black triangle thingy on the door panel and unscrew the current one and bolt up the new one.

10 sec install

I've replaced my splash guard (fender lining) before, one tip for when you put it back in is to park next to a friend / coworker who has the same generation Accord and use it as a guide for how the splash guard is supposed to fit (where it goes, where the clips connect to the car, etc).

With regard to the side mirror, you must have a '98 through '02. You have to take off the door panel to get to a clip that the mirror plugs into. After you remove the door panel, pop off the triangular piece of trim as mentioned above and you'll see three bolts, remove them. I've replaced both of my side mirrors over the years (I have a '99 LX).

What year is your Accord?

Also, what's the trimline, body style, and engine size?

At http://www.manchestermotorsports.com, enter your cars information then go to “Body/AC”, then “Front Fenders”. On the diagram, the splash shield is #5, $37.94 plus shipping / tax (if applicable).

But you’ll need the clips too and there are two or three different sizes. For the clips, it may be best to just go to your local dealer and say that you removed your splash shield and want all new clips, see what they give you. Expect to pay between $20 and $30 just for the clips.

http://www.tasauto.com may be cheaper, I’ve never been to the site. For that matter, I’ve never ordered from manchestermotorsports.

the fender lining is the plastic that wraps aroung the inner fender abouve the tire, the splashshield goes from the driver side all the way to the passanger side under the bumper, it extends to the fender lining. You want both if you don't have them, check TAS Auto as MuffinMan said, they have all the clips and bolts and it tells you how many you need.
