Default This problem won't go away

My sister has a 1998 Honda Accord LX. The "Check Engine" light won't go off. I have hooked multiple OBD2 Diagnostic Readers to it multiple times and it always says there's nothing wrong. I have reset it and the light would go off but come back on in a matter of seconds. Does anybody have any idea what the problem is and what the remedy for it is?

The lights aren't in any relation to that. The only thing the mechanics said it could be is the fuel cap leaking so we got a Honda cap instead of the El cheapo because the first one was lost and it still hasn't fixed the problem, and yes, she puts it on securely.
