1996 Accord Wagon EX RPM limited to 5,250 RPM when in gear.
Hey everyone my first post, my first Honda and the only real issue I am stumped on. I have done a pretty thorough search online, here at this site and this thread that was started by professorman.
Let me drop some history on my car. I bought it about 2 weeks ago maybe more. It had a blown head gasket. I had the head pressure tested and resurfaced. All new head gasket installed, oil has been changed with new oil filter, all new coolant, new NGK OEM spark plugs, new VTEC gasket and screen, new thermostat. All parts are HONDA OEM. Cam timing is 0 degrees TDC.
I haven't even checked or replaced the air filter yet, or the distributor and spark plug wires. I did removed the air filter to see if that was restricting at all and the issue still persists.
....while in DRIVE or any lower gears the engine will not exceed 5,250 RPMs. No CEL and no codes. When key is turned to ON CEL turns on and then shuts off, normal behavior. Engine will rev over 5,250 RPMs while in PARK or NEUTRAL.
If you leave the car in 1st once you reach 5,250 RPMs it feels like a rev limiter kicks in, same for 2nd, 3rd and 4th. Car is automatic btw. Maybe the EGR valve is plugged? The EGR plate canals were pretty bad, I cleaned them out along with the holes on the top side of the intake manifold. Maybe a bad coil in the distributor? Maybe a bad fuel injector? One of injectors when I cleaned them I noticed its nozzle rotates freely when the other 3 didn't.
I was thinking maybe its a shift solenoid in the transmission? Because once it hits 5,200 you can hear the throatiness of the intake where the 2nd stage of the VTEC lift wants to kick in. I am well aware that the F22B1 SOHC engine the VTEC engages at 2,500 RPM and the real lift occurs at the 5,250 mark until redline (6,200) since it is 2 stage variable.
Anyone who has an idea or experienced this before and can help your guidance would be very much appreciated.

Okay so I tried this today. If the engine is cold it will exceed 5,250 RPMs reluctantly. Once it begging to warm and at normal operating temperature it will not exceed that RPM.

Update:
Is there supposed to be a oil pressure switch to the VTEC solenoid for the F22B1 with OBD-II? There is a bolt in screwed into the spot where I am assuming the pressure switch is supposed to be. The harness with the blue and black cable is absent too. If this is missing then it explains why I cannot get the RPMs. It is possible the previous owner eliminated the VTEC but that seems ridiculous? I read the with OBDII that the VTEC pressure switch was removed.

Im experiencing a similar issue with my 94 accord ex obd1 f22b1...it will not exceed about the same rpm 5200 or so...neither cold or warm, or in gear or out.
I also have no engine code, and the cel bulb works properly since it cuts on when the car is started and off in a few secs.
I've replaced multiple things, air filter to a k&n, spark plugs & wires, distributor cap/button, just cannot seem to determine why it will not exceed 5000 rpms.

Ill chime in here and pass along some helpful information Ghost passed along to me just days ago.
The obd2 f22b1 motor does not use the vtec pressure switch.
Make sure you are getting 12 volts from the a8 ecu pin with a multimeter while driving the car when vtec should operate.
