A scratch? you can't wet sand glass....Wet sanding glass will give you a fogged look and pretty much look like @ss. you can fill it. It's basicaly the same stuff you use to fix a crack in your windshield. is the scratch on the inside or outside. How long is it? Which direction doesthe scratch go You have an ex so you must have a rear defroster... what about the radio antenna do you have a mast on the quarter panel... if not it's in your back window. I would call a profesional and have them come out and look at it. most insurance companies will cover glass repair/replacement if you have full coverage. If the scratch isn't deep and on the inside you might beable to hide it when they install the tint. might look like the defroster lines if the scratch runs parallel with them.

1) Yes/No on the wet sand, you can but without getting baller sandpaper you can't feasibly do it at home.
2) All the Accords have a rear defrost (DX > EX)
3) The antenna doesn't matter if you're worried about that with tint, my DX has it in the rear window and both the defrost and antenna work fine
4) I'd just leave the glass alone personally and tint it. You could try to fill it, but it could turn out looking odd. You could also replace it but that's costly.
