Default Honda Accord 99 serious sputter

It's a 4 cyl F23A1 99 EX, 165k.
For the last two years it has been hesitating on take off but and sluggish on acceleration mostly till 3k rpm. Above that better but not great. It was hard to climb up the hill with low rpms.
Now it sputters non stop. On idle every 2-5 s. When trying to drive, it pretty much misfires on all cylinders. P0301 302 304 etc. P1399.
If I push the gas pedal hard it immediately chokes, if I let it off half way the engine ramps up quicker. It chokes under any serious load. Even on idle you can hear is hesitate to ramp up.

I have new spark plugs (NGK), new wires for them, new cap, rotor, ignition module (ICM), MAP, both O2 sensors, speed sensor and main fuel relay, battery.
The throttle has been cleaned to full shininess and all on it there was to change on it was changed.
The timing was checked, valve clearance, coil resistance, belts new and the alternator charges just fine or so it seems.

The are no other codes than misfires on cylinders ever.
This model has only a strain in the fuel tank-no filter.
The fuel gauge shows like quarter tank less than it used to be. It went bad kind of in correlation with the sputtering.
The car when shut down takes 0.5 A for nothing- no systems are on. It should be about 10 times less.
All electronic systems work fine though.
I am about to do a fuel pressure test.

To be host I slowly run out of options to change parts.
I can put some more money in it but it becomes ridiculous.
What else am I missing? Thanks for any ideas.

but it did not have the right adapter for the fuel regulator port.
Which auto parts store caries a loan tool that would work with Honda?
I don't really feel like spending 100+$ on fuel pump tester. Ideas?

Assuming your fuel pressure test is good, I would begin to suspect a clogged catalytic converter.
