So while waiting for replies to my posts I pulled the ECU out to see if I could see anything glaring wrong and the only thing is from what I can tell is plug A Looking at ECU is this bad? I cant figure out how to post pics nOOb

When you measure the voltage you measure between D20 - D22. You put the voltmeter leads on both pins. Black on D22 (-) and red on D20 (+). However, if you are seeing 9v on D22 ( sensor ground) there is definitely a wiring or ECU short issue.
You should not see any more than 5v between D20 & D22. D22 is a 5v sensor voltage output.
That image is very small and hard to see. It kind of looks like something might have overheated or there is some contamination on there.

Also do I unplug the ECU and measure the plug or back prob I'm a nOOb when it comes to electrical issues.

So Ive back probed at the ECU and I couldnt get anything to read between D22 and D20 so I checked for codes and this is what I got? I hope it uploads the # i got was were 12? EGR
