From what I've learned, in most vehicles, generally speaking, if your CEL does not turn on when you go Igntion On, the dash bulb itself is burned out. My Prelude's CEL does not turn on during Ignition On which leads me to believe this. In my case, I could have an engine electronic issue and not know it, though my engine runs fine at the moment so I think I'm lucky as of now (in other words, I need to replace the damn thing ASAP, LOL).

Have you changed your spark plug wires by chance? When I replaced the ones in my Prelude, I made the noob mistake of pulling all of the wires off of the spark plugs AND the distributor cap. Unsurprisingly, my engine would not start until I looked at a diagram and found that I had my wires COMPLETELY wrong (I had the firing order correct but my orientation on the dizzy cap was wrong).

What was (and still is) perplexing to me is that I have an Accord with pretty much the same engine (F22A6 vs my Prelude's F22A1) but the orientation the dizzy cap is very different, even though the firing order is the same. Kinda odd Honda would screw with the orientation vs firing order on the distributor cap to me, but I guess i is what it is...

Anyway, sorry for the long-winded post, I am very drunk as I type this. Have you also checked your Crank Position Sensor? If that fails, it should trip a CEL, which as you have noted yours does not work. The ECU uses the signal from this sensor (IE the engine cranking over) to re-energize the fuel pump after the aforementioned "priming" cycle which enables the pump to run continuously as long as the engine is running. If this sensor fails, however, the pump will not "re-energize" as the ECU will not receive a signal.

I would "knee-jerk" be tempted to say your Main Relay might be the problem, but you have mentioned that you have replaced it, so I would initially rule that out.

So I would look into your Crank Position Sensor, but I am a noob when it comes to car electronics so if anyone wants to say I'm wrong PLEASE do so...

You would need to pull cluster and check if the bulb is burned out. You should be able to swap it with another bulb if you don't buy one beforehand, which is what I would do just to be on the safe side. If the bulb is good then you could have a bad ecu.
