Alternator belt won't tighten.

Alternator belt won't tighten.
My second car is a 94 Honda Accord. I just replaced my alternator belt with a new one and can't get it to tighten. Can anyone tell me if I'm doing it right.
1. Tighten the locknut. Tighten the mounting bolt and adjust the adjusting bolt?
or
2. Tighten the mounting bolt, adjusting bolt second and locking nut third? I'm so damn confused. Damn bastard won't tighten.

Re: Alternator belt won't tighten. (FBPPrelude)
there is a 14mm bolt at the top of the Alt. and a 12mm nut at the bottom. Loosen both of those a few turns.
Then from the front you will see a 10mm bolt, run that little turkey in until the belt is "banjo string" tight.
Next retighten the 12mm nut and the 14mm bolt.
This picture is from a 92 but is very similar to yours
