99 accord surging

99 accord surging
I have a 99 with the 4 cyl it appears to be surging around 3k rpms. It seems to get worse as it gets colder I do have a cold air intake and live in the north east. My suspect is the fuel pump fuel filter i just did an ignition tune up less then 3 months ago. Does anyone else have this problem?

Ya it seems to be fine when it finally does warm up but it can take quite a while hear in maine around 20 minutes on a very cold day I was hoping and thinking it might be a fuel pump but that's a 200 plus dollar guess thanks for the input though

Well I just found the problem(atleast part of it). The spark plug was toast on the third cylinder was I just did valved in which makes me a little nervous I am hoping its just left over carbon build up I couldn't get either way thanks for those who supplied advice

you got a haynes manual? in the back it shows examples of damaged spark plugs and what causes them to look that way. it could help you pinpoint your problem.
if you dont have access to a haynes post a picture of the damaged spark plug and the other three also to be sure.
