99 Accord Rack and Pinion Pipe breakage problem

99 Accord Rack and Pinion Pipe breakage problem
Hi folks;
Having a problem with my 99 Accord LX, 4 cyl VTEC. I noticed a slight leak in what turned out to be the power steering system; then my son was driving the car, was hit at an angle on the driver's side wheel by a Kawasaki Mule (didn't do any noticable damage other than a slight dent and a destroyed hubcap) but the power steering went out.
I took the car to my mechanic, and he notice that the long pipe on top of the steering rack was sheared off (it had been leaking prior). I think the hit by the Mule furthered a problem already there.
Since then, we replaced both the pipe and the large bushing on the passenger side of the rack next to the rack boot. However, there is still so much movement in the rack that if we drive it, it will shear the pipe again. My mechanic is kind of scratching his head on this one, and I'm clueless on this one and figured some of you folks might help.
What should we be looking for? The rack looks practically new; I'm guessing that the prior owner replaced it about a year before we bought the car about 9 months ago. Otherwise, the car has been awesome. Could this be a pump issue, or maybe a clog somewhere? My mechanic said that it's almost as though the pump is overpressuring the rack.
