Default 99 4 cyl Tranny Bad or Pressure Switch?

Car does a late shift from 1st to 2nd under moderate to heavy load and also from 2nd to first when downshifting around 5MPH. When accelerating, you can feel the car shift, but the RPMs climb a bit before slipping back down - it does not feel like a typical slip. The other gears shift great and the torque converter appears to be locking up fine.

I just did a 3x drain and refill, but the old fluid was fine.

Is the tranny bad, or is it worth a 2nd clutch switch change?

Can anybody confirm that the 2nd gear clutch switch is 28600-P6H-003.
