(solved) 97 accord horn stuck on when headlights on

Hello,
Horn works properly except stays on continuously when headlights are turned on. I am surprised that pulling the fuse for the horn does not stop the problem! I searched and couldn't find an answer to this one.
I have disconnected the horns so at least I can drive. Also tried disconnecting the battery for a while to no avail. Should I replace the headlight switch, the horn relay, or something else? I am puzzled why pulling the fuse doesn't kill it (yes it is the correct one, it is clearly labeled). Thanks for your help!

Addendum:
Problem solved. Wiring in right wheel well had dropped down (I can recall hitting a tire tread recently on that side) and was rubbing the wheel. Insulation was stripped causing a short between two wires. Electrical tape fixed the problem!
