94 accord ex - surging issues
I have a 94 accord ex, 2.2 F22B1 VTEC 5-speed manual transmission, with surging issues (surprised?). I've tried quite a few things but the car still starts and idles from 1,400 - 2,400 rpm's constantly when in neutral or car is under 2,500 rpm's.
First off I'd like to state what I've down thus far to try and alleviate the surging idle issue;
I've also tried swapping the TPS and MAP sensor connectors, which will alleviate said issue until you hit the gas / car warms up then it surges again (also I know this is not good, but I had literally thought of everything!).
I do get two ECU codes, 14 and 41 - IACV and o2 Sensor heater (if I'm correct). I've tried everything to clear 14 up, even by replacing the entire unit itself with a known working IACV, CODE WILL NOT GO AWAY!
Should I trace wires back from the IACV to ECU? I've tested voltage as multiple people have wrote about, the voltages are correct for the IACV and the TPS, I however have not checked the MAP sensor, would this cause the problems reported above?
Please give me some sound advice as to what to check, and possibly how to check it. THANK YOU IN ADVANCE!

code 41 is primary o2 sensor. Did you replace it? Probably won't affect surging but should clear that code. What about air assist solenoid valve?

Today I replaced the Upper intake manifold gasket, still surging like a sob. I have NOT replaced the Oxygen Sensor, but would that cause the surging issues to occur? I do have a generic 4-wire o2 sensor that I can test, but I didn't think that it would cause the issues that I'm having?
What is the "air assist solenoid valve" ?
The PO did "delete" the EGR and the other components that went with it (did try putting them back, no change).

Ok I looked and couldn't find much beside that it was a part of the EGR system (which I mentioned the PO did remove). I've looked everywhere that I could possibly think for a vaccum leak, I've currently got the upper intake mani, tb, fitv, iacv, and fuel rail off the car, replaced as many gaskets as I can think of. Tried known working IACV, FITV, and TB, no changes. I was resetting the ECU by removing the 7.5 "back-up / radio" fuse for at-least 5 minutes at a time. However before I left for work tonight I disconnected both terminals from the battery and pulled the fuse. I will inspect the lower intake manifold gasket tonight or first thing in the morning as that is literally the only thing I have yet to check gasket wise, and couldn't spray anything under there to see if there was a leak. Any other possible ideas?
I would like to note that if I cup my hand over the TB the car will stop surging a lot less (still surges, but barely). This is what leads me to believe there is a vacuum leak somewhere I have yet to find.

I'm curious on this also, as I just witnessed this happen to my 94 EX this past weekend. It happened to be a particularly cold morning, and it only happened for a few minutes and it was after about a 15 min drive. I pulled up to my in-laws house and parked, but left the car running because I was just running in to grab something. As I was getting out of the car, it started to surge up and down. I sat back in the seat and let it happen for a few seconds, then I tapped the throttle and it went away. It idled back at normal and it hasn't happened again, but I want to figure this out to fix the problem before it comes back.
I haven't cleaned the EGR ports, but have that in line to do hopefully soon. I have cleaned the IAC and TB, but really want to take the whole intake manifold off to clean it up real well while I'm doing the EGR ports. Anything else I should check for now???

You are idleing high because there is too much oxyen getting sent in. you have a vacuum leak in your hoses somewhere and you need them replaced. Had the same problem in my 95 ex. Replaced the hoses and now it idles fine.

Found the leak and te problem is now resolved, it was a crappy lower intake manifold gasket and a bad PCV valve, now I have vehicle speed sensor issue and intermittent failure of my speedometer; but hey atleast it idles and runs good! Still have the damn o2 sensor issue

I found and isolated what i beleive is my vaccum leak to the duct next to the battery that faces upward towards engine tieing into aircleaner housing and air intake duct i sparyed the whole duct with brake cleaner and no change in surging but when i sprayed into duct surging went away.what do i check next or what can it be
