Icon4 90 Accord Start Problem(from snow storm)

hello, so right away I wanna say im no mechanic and so thats why im here asking for advice, im savy enough to DIY most things on my car with watching videos or having specific directions but I dont know where to start right now. I have a 1990 Honda accord LX, it was running fine until the other day, we had a very windy snow storm, snow got packed on top of my engine as if someone put my hood up during the storm(it wasnt though) causing it not start, it will crank for days and it will putt(or backfire) here and there once every 4 or 5 cranks but will not fire. Finally today i got it started(it was a miracle) but i had to hold the gas pedal down to keep it running and it wouldnt go above 1100rpm. once i let off after a couple minutes it idled very very very very rough for about 5 minutes at around 300rpm(tachometer bounced alot) then shut off. I now cant get it started back up at all.. im just curious where to start. fuel pumps working, reaplced distributor,i have spark(not sure if all 4 do), main relay, and i even had spark plugs put in about 1 and a hlf months ago, i took out spark plugs to clean em, they had a pretty bad build up, and put em back in and for that first crank it seemed like it wanted to start a lil more but still no luck.. I dunno what to do. any wiring or sensors that could cause this? any ideas at all where to start? i will double check if i have spark and fuel but im pretty sure im getting both. it almost seems like its getting both, but not enough of one of these, I was als curious if any sensors on the top half of the engine could cause the car to run like this. when i had it running poorly, it gave me code 14 which was IACV but I think it was because i unplugged it and plugged it back in, i unplugged the battery and reconnected it and get no codes but cant get it started back up to read for more codes.. any ideas would be greatly appreciated, thanks.

First thing I would do is check the distributor, I am thinking this is electrical and not fuel related. If you have water in the distributor the car will run like crap and wont start in most cases. When I first got my accord I took it to the car wash to clean the oil off the exhast manifold and my car started but died when trying to turn onto the main road and ran like crap. I found out the distributor cap seal was broken and water got in there. Dried as much water as I could with a rag and sprayed some WD40 in there and the car was good to go.
