1991 Honda Accord Seat belt trouble, ignition trouble ARGH!
Okay well, to start off my car would turn over and start every time until one fateful day.. It just stopped. The only sound when I tried to crank it was the main relay clicking under the dash. I checked the ignition switch and it was fine. The battery is fully charged too. We tried to jump the starter and viola. It cranked. But after that it stopped even when we jumped the starter. Then the battery ran out of juice. /: in short, here are the symptoms;
1.) interior/exterior lights come on.
2.) does not attempt to turn over.
3.) no noise from the starter.
4.) cannot start by jumping the starter.
Now after that, the belt warning control under the passenger side started buzzing and vibrating when we tried to jump the starter one more time. Now the seat belts are all messed up. In short, here are the symptoms for this;
1.) started buzzing after trying to jump starter.
2.) seat belts do not move.
3.) buzzes and vibrates when key is not in the second position.
4.) continues to buzz even after key is out and doors are shut.
HELP! What could be wrong?! And will I have to buy a new belt warning control? How much and where?

Sounds like either battery could be bad or your connections are messed up..more like your battery is bad. Take it down and have it tested at an auto store.

I had it tested at advanced and they said it only put out around 7 volts so I hooked it up to my battery charger at home then took it back to advanced and it put out above 12 volts then it still wouldn't turn over. I tested the starter, and the motor spins like one revolution every 2-3 seconds. Could it be the starter?

If it would help give any insight, I'll record a video of the Belt Warning Unit buzzing and vibrating later in the week after we fix the front end. I believe this is what cause my battery to drain and cause a lot of electrical issues such as it not starting. It buzzes and hums when the key is out and the car is completely off.

Fixed! It was the clutch switch! And there was a few wires led to an amp that was draining the battery so that was the cause of the seat belt control unit buzzing.
