It's just as dangerous to run shitty parts. Look at everyone running stretched tires and how many failures there are.... Not advocating stretching tires. But I put 10000 miles on some 185 Firestones stretched on a 8.5" rim.

<--- still cannot fathom the desire to run base-model Civic section width tires on mile-wide rims.... besides the danger it looks like a damn lowrider on hydros and Daytons. Just needs white walls to complete the look I guess

In the US, people building low riders used to stretch tires to get the car lower (decrease tire diameter). This was before low profile tires were (commonly, at least) available. Most people these days don't know that tires once only really came in a standard aspect ratio, and to get a smaller diameter tire you needed to use a skinnier tire. To keep existing wheels (or if they weren't available in a smaller width) and shrink the tire diameter, you had to stretch tires.
For example, I have an old car that came with 155SR13 sized tires (SR = Standard aspect ratio Radial), which is about a 23" diameter. A larger car of the same year would probably have had more like a 185SR13, which is about 25" in diameter. The 155SR13 was (about) 155/82-13 in size. And one of these days, I'll find a set of 15x7s that fit so I can stop running these teeny tiny (and nearly impossible to find) 155/80-13 (closest size available today) tires on it.

PS. Stretched tires cause an increased amount of heat and stress on the sidewall.

I am not a fan of the super stretch but I have semi stretched tires on my coupe, I have not ran into any problems but he main thing is people need to remember not to drop mario andretti speed runs on stretched tires.
