Wheel size vs. Wheel weight
If my stock wheels are 205/50/16 @35lbs will my car accelerate slower or faster with a 205/40/17 wheel @31lbs

Well the 17s weigh less and are 0.5" smaller so they should cause you to have a greater acceleration. However it is not that simple. It is about how the weight is distributed in the wheel. If the weight is on the outside of the wheel then it has a great effect, if it is on the inside of the wheel it has little effect. Also it may depend on the gearing of your car, two small of a tire may have adverse effects when dealing with acceleration.

What he said.... the further the weight is away from the center the greater the effect it will have. Considering the 17s are smaller and weigh ~ 10% less I would guess the 2 choices would be very close in terms of acceleration, possibly edging it to the 17.
